Few things to start your basic troubleshooting :
1) how many devices are connected to your network ? can you connect like this : Wall outlet > modem / router > computer and see if the speeds do not improve
2) What motherboard , microprocessor , how much ram do you have ? ( or how old is your computer )
3) Can you go to control panel > system and take screenshot of that window
4) Can you go to control panel > Network and Sharing center > change adapter settings > right click on the active adapter > properties > configure > advanced > scroll down to speed and duplex and if the value is set to auto negotiate set it to 1 Gbps full duplex and test the speeds .
5) do you use cat 5 ( or better ) to connect router/modem to computer ?
