With Tomato and QoS one can play around with the ACK packets and since it was suggested to use 2nd router/modem I was under the impression that is what the user will do :P

Yep, and it'd be interesting to see if that resolves this. I don't think it's a "bufferbloat" issue, but I'm guessing.

QoS does solve my similar upstream issues. we had a thread going about this very issue here:
