INVALID_CERT_IND when trying to enroll in ACP

I'm trying to enroll in the Affordable Connectivity Program. The government site that verifies eligibility has said I've qualified and given me an application ID to pass on to my ISP. But when I provide that to the Sonic enrollment page, it just says
"INVALID_CERT_IND: Certification Indicator must be 0 for this subscriber."
and refuses to progress further.

What is happening, and what can be done about it? Thanks for any help!

Update: I tried again a few hours later and it seemed to work this time.
