Gigbit Fiber or not, what determines this?

Folks are constantly asking if fiber optic is available in their neighborhoods, but what fundamentally needs to be in place infrastructure-wise to enable it? We live in a residential suburb, Campbell, south bay. I know some neighbors within a few miles of us have it, and we are in a similar housing tract but don't.

- Allowance for the ability to lay the actual fiber...poles, underground, microtrenching, etc.

Don't know about other cities, but SF is only allowing fiber on poles. And there could be a hindrance if the pole isn't maintained/up to par. That could take months to resolve, if not years.

besides deployment cost & # anticipated subscribers? I would imagine distance to a CO plays a role. Neighborhoods closer to the CO seem to get fiber sooner as it's probably cheaper/simpler to run less backbone.
