Fiber Service on corner house at 614 Arlington Ave, Berkeley CA 94707

Hello,
I have DSL service at 614 Arlington Ave in Berkeley at the corner with San Fernando Ave.
The utilities are underground on Arlington Ave and the conduit for my house is on San Fernando Ave.
Why can't I get aerial fiber that is available on San Fernando Ave?
The San Fernando utility pole is next to my house.
