Fusion realistic speeds for 7,894 ft

What is the realistic speed I can get for Fusion from about 7900 feet? I currently have AT&T Uverse but I hate their "high" latency issues to just the 1'st hop, e.g.:

I'm supposedly 8K feet from the CO. Normally, I get a download bitrate of 10-11 Mbps.

Your first hop is between your computer and your router or AT&T equipment. Less than 2 ms isn't bad, particularly if you're using WiFi. Mine is hardwired, so it shows less than 1 ms for the first hop.
