Fiber for underground neighborhood

The utilities are underground, not the entire neighborhood. Sounds more intriguing the other way around though! Fiber for the mole people. 
In Berkeley Hills there is a small area with underground utilities. Everyone I've spoken with has been very pessimistic about our prospects for fiber. If it's going to be a long time, should I hold my nose and go ATT for the immediate future?
Could we get the fiber soon please? I volunteer to help fish and pull cable.
