Gigabit fiber at 4611 Lincoln Way (San Francisco)?

I'm curious about gigabit fiber access for the 12-unit apartment building at 4611 Lincoln Way, San Francisco, CA 94122. Using the online availability tool, I can see that neighboring single-unit homes (e.g. 4601 Lincoln Way) are eligible for gigabit fiber access. What is blocking this apartment building from having access? I'm currently on Comcast and would switch to Sonic in a heartbeat if it were available.

It looks like 4601 Lincoln gets it's utilities via an aerial drop from the adjacent street: https://goo.gl/maps/5GRaEi3A6kQF6bsv5

...whereas 4611 Lincoln appears to be served by underground utilities, likely from Lincoln Way. And unfortunately San Francisco does not currently allow new trenchless utility construction, so we are unable to extend our network to reach a premise like yours.
