Is there an outage in San Jose near Milpitas?

Modem lights are up for legacy dsl, but no ip, no connectivity, loss of connectivity at 9am

There are no reports of an outage in that area. I'm glad to hear your service is back up but if it starts acting up again let me know, I'll look into it for you. If you log in to the forums with your Sonic username and post a response here I'll be able to pull up your account!
