AT&T Installed Fiber in front of our house but... no service

AT&T installed fiber cables in the poles in front of our house - in the process they broke several branches of our tree, but that's a separate topic. While some blocks in our neighborhood have AT&T fiber, and thus can get Sonic Fiber, but most of us don't.

Is there any way to put pressure on AT&T to activate the service?
