Gigabit not available to me but is for my neighbor, Mission SF

Gigabit service is available to my neighbor at 949 Hampshire but not to me at 963 Hampshire just three doors down on the same block and same side of the street.
I'd sign up today if it were available. What does it take to get access to service?
I spoke to Sonic sales and they suggested posting here.

Overloaded pole. Until that's resolved, we cannot deploy. We've offered to reinforce overloaded poles to resolve the overload issue, but are not being allowed to do so. You can tell the CPUC, but they've been inconsistent in their responses, and haven't taken any action to resolve the situation.

Is this form how I'd make to issue known and advocate to the CPUC?
